Vista's own routines generate User Account Control alert: "An unidentified program wants access to your computer"
What can cause the User Account Control to mistakenly detect Vista's own routines as "an unidentified program"???
Almost every Vista routine I try to run causes the User Account Control to issue an alert of
"An unidentified program wants access to your computer" -- this includes every attempt to run regedit, msconfig. defrag, scan drive for errors, event viewer, etc. What's particularly interesting is that most non-Microsoft
programs do not cause this alert.

Make sure the account has Adminitrator permissions.
